38 states and Puerto Rico considered legislation related to industrial hemp in 2017. These bills ranged from clarifying existing laws to establishing new licensing requirements and programs.  At least 15 states enacted legislation in 2017 — Arkansas, Colorado, Florida, Hawaii, North Dakota, Nevada, New York, Oregon, South Carolina, Tennessee, Virginia, Washington, West Virginia, Wisconsin and Wyoming. At least four states — Florida, Nevada, New Mexico and Wisconsin — authorized new research or pilot programs. 
CBD’s action within the brain and body is quite complicated. To date, scientists have discovered more than a dozen different mechanisms of action, or ways that CBD affect us. It’s very likely that the beneficial effects of CBD are a result of the total of its activation of all of these biological pathways, not a single one in particular. Much more research is needed to fully understand the mechanisms by which CBD relieves ailments such as anxiety and seizures.
The self-medication hypothesis was not supported in either the van Os or Henquet studies. Both studies found that early psychotic symptoms did not predict an increased risk of using cannabis (as is required by the self-medication hypothesis). The direction of the relationships was from early cannabis use to psychosis. Their negative results have recently been supported by Verdoux et al. (2002), who examined the temporal relationship between cannabis use and psychotic symptoms using an experience sampling method. They asked 79 college students to report on their drug use and experience of psychotic symptoms at randomly selected time points, several times each day over 7 consecutive days. The sample included high cannabis users (n = 41) and an over-representation of students identified as vulnerable to psychosis (n = 16). Verdoux and colleagues found that in time periods when cannabis was used, users reported more unusual perceptions, and these relationships were stronger in vulnerable individuals. There was no temporal relationship between reporting unusual experiences and using cannabis use, as would be predicted by the self-medication hypothesis.
Canada is specialized on oilseed production and processing, so that hemp oil and grain are much more suitable than fiber. Because of the extensive development of oilseeds in Canada, there is extensive capacity to produce high-quality cold-pressed hemp oil. In 1999, the year of largest Canadian hemp acreage, yields averaged 900 kg/ha. (Ideally, hemp seed yield should be based on air dry weight—with about 12% moisture. Hemp yields are sometime uncertain, and could be exaggerated by as much as 50% when moist weights are reported.)
Frequent questions have been raised as to whether psychoactive drugs may be adequately blinded (masked) in randomized clinical trials. Cannabis sativa is extremely unusual in the diversity of products for which it is or can be cultivated. Popular Mechanics magazine (1938) touted hemp as “the new billion dollar crop,” stating that it “can be used to produce more than 25,000 products, ranging from dynamite to Cellophane.” Table 1 presents the principal products for which the species is cultivated in Europe, all of which happen to be based on fiber. Fibres are obtained by subjecting the stalks to a series of operations—including retting, drying, and crushing—and a shaking process that completes separation from the woody portion, releasing the long, fairly straight fibre, or line. The fibre strands, usually over 1.8 metres (5.8 feet) long, are made of individual cylindrical cells with an irregular surface. The fibre, longer and less flexible than flax, is usually yellowish, greenish, or a dark brown or gray and, because it is not easily bleached to sufficiently light shades, is rarely dyed. It is strong and durable and is used for cordage—e.g., twine, yarn, rope, cable, and string—and for artificial sponges and such coarse fabrics as sacking (burlap) and canvas. In Italy some hemp receives special processing, producing whitish colour and attractive lustre, and is used to make fabric similar to linen.
Will hemp commercial cultivation resume in the US in the foreseeable future? This is difficult to judge, but the following considerations suggest this might occur: (1) increasing awareness of the differences between industrial hemp and marijuana; (2) growing appreciation of the environmental benefits of hemp cultivation; (3) continuing demonstration of successful hemp cultivation and development in most of the remaining western world; all the G8 countries, except the US, produce and export industrial hemp; and (4) increasing pressure on state and federal governments to permit hemp cultivation by farmers, particularly wheat, corn, and tobacco farmers in desperate need of substitute crops, but also for rotation crops to break pest and disease cycles.
Historically, hemp could legally be grown and cultivated for academic research purposes only. However, the legality of hemp growth has changed in the past year. In April 2018, Sen. Mitch McConnell of Kentucky introduced the Hemp Farming Act of 2018, a piece of legislation that proposed legalizing all hemp products at the federal level. The act was incorporated in the 2018 United States Farm Bill, which passed in both the House and Senate in December 2018. Per the farm bill, industrial hemp will be descheduled as a federally controlled substance.

In the United States, non-FDA approved CBD products are classified as Schedule I drugs under the Controlled Substances Act.[62] This means that production, distribution, and possession of non-FDA approved CBD products is illegal under federal law. In addition, in 2016 the Drug Enforcement Administration added "marijuana extracts" to the list of Schedule I drugs, which it defined as "an extract containing one or more cannabinoids that has been derived from any plant of the genus Cannabis, other than the separated resin (whether crude or purified) obtained from the plant."[63] Previously, CBD had simply been considered "marijuana", which is a Schedule I drug.[62][64]

Still, as the saying goes, absence of evidence isn’t necessarily evidence of absence, and there’s a reason we don’t have a ton of solid research on CBDs yet — “to study it, we need a good source, ” said Ziva Cooper, who is an associate professor at Columbia University and was on the National Academies committee. CBD is hard to get because it’s still technically a Schedule I drug, which limits its availability, Cooper said.

Cannabis is used to reduce nausea and vomiting during chemotherapy, to improve appetite in people with HIV/AIDS, and to treat chronic pain and muscle spasms.[103][104] Cannabinoids are under preliminary research for their potential to affect stroke.[105]
The basic commercial options for growing hemp in North America is as a fiber plant, an oilseed crop, or for dual harvest for both seeds and fiber. Judged on experience in Canada to date, the industry is inclined to specialize on either fiber or grain, but not both. Hemp in our opinion is particularly suited to be developed as an oilseed crop in North America. The first and foremost breeding goal is to decrease the price of hempseed by creating more productive cultivars. While the breeding of hemp fiber cultivars has proceeded to the point that only slight improvements can be expected in productivity in the future, the genetic potential of hemp as an oilseed has scarcely been addressed. From the point of view of world markets, concentrating on oilseed hemp makes sense, because Europe has shown only limited interest to date in developing oilseed hemp, whereas a tradition of concentrating on profitable oilseed products is already well established in the US and Canada. Further, China’s supremacy in the production of high-quality hemp textiles at low prices will be very difficult to match, while domestic production of oilseeds can be carried out using technology that is already available. The present productivity of oilseed hemp—about 1 t/ha under good conditions, and occasional reports of 1.5 to 2 t/ha, is not yet sufficient for the crop to become competitive with North America’s major oilseeds. We suggest that an average productivity of 2 t/ha will be necessary to transform hempseed into a major oilseed, and that this breeding goal is achievable. At present, losses of 30% of the seed yields are not uncommon, so that improvements in harvesting technology should also contribute to higher yields. Hemp food products cannot escape their niche market status until the price of hempseed rivals that of other oilseeds, particularly rapeseed, flax, and sunflower. Most hemp breeding that has been conducted to date has been for fiber characteristics, so that there should be considerable improvement possible. The second breeding goal is for larger seeds, as these are more easily shelled. Third is breeding for specific seed components. Notable are the health-promoting gamma-linolenic acid; improving the amino acid spectrum of the protein; and increasing the antioxidant level, which would not only have health benefits but could increase the shelf life of hemp oil and foods.
It often takes 10 to 15 years for the industry associated with a new agricultural crop to mature. While it is true that foreign imports have been the basis for hemp products in North America for at least a decade, North American production is only 4 years of age in Canada, and farming of hemp in the US has not even begun. Viewed from this perspective, the hemp industry in North America is still very much in its infancy. Varieties of hemp specifically suited to given products and regions have only started to be developed in North America. There is considerable uncertainty regarding yields, costs of production, harvesting and processing equipment, product characteristics, foreign competition, governmental support, and the vagaries of the regulatory environment. Hemp is not presently a standard crop, and is likely to continue experiencing the risks inherent in a small niche market for some time. Hemp is currently a most uncertain crop, but has such a diversity of possible uses, is being promoted by extremely enthusiastic market developers, and attracts so much attention that it is likely to carve out a much larger share of the North American marketplace than its detractors are willing to concede.
A panellized system of hemp-lime panels for use in building construction is currently under test in a European Union-funded research collaboration led by the University of Bath. The panels are being designed to assure high-quality construction, rapid on-site erection, optimal hygrothermal performance from day one, and energy- and resource-efficient buildings. The 36-month-long work programme aims to refine product and manufacturing protocols, produce data for certification and marketing, warranty, insurance cover, and availability of finance. It also includes the development of markets in Britain, France, and Spain.[35]
"In response to DEA actions to block seeds imported by some states in order to grow industrial hemp and to avoid future similar DEA actions to stall full implementation of the hemp provision of the farm bill, Congress acted swiftly. Both the House and Senate FY2015 Commerce-JusticeScience (CJS) appropriations bills contained provisions to block federal law enforcement authorities from interfering with state agencies and hemp growers and counter efforts to obstruct agricultural research. The enacted FY2015 appropriation blocked federal law enforcement authorities from interfering with state agencies, hemp growers, and agricultural research.46 The provision stated that 'none of the funds made available' to the U.S. Justice Department and DEA 'may be used in contravention' of the 2014 farm bill.
THC, an intoxicating and illegal substance, is responsible for causing marijuana users to get “high.” Unlike THC, CBD is non-psychoactive because it does not act on the same pathways as THC. Thus, it is impossible to get “high” by smoking or ingesting CBD or CBD oil extracted from industrial hemp plants, as they only have minuscule traces of THC (<0.3%).
Cannabis use and psychotic symptoms and disorders are associated in the general population (see, for example, Degenhardt and Hall, 2001; Tien and Anthony, 1990) and in clinical samples of patients with schizophrenia (Mueser et al., 1992; Warner et al., 1994; Hambrecht and Hafner, 1996). The major contending hypotheses to explain the association have been: (i) that cannabis use precipitates schizophrenia in persons who are otherwise vulnerable; (ii) cannabis use is a form of self-medication for schizophrenia; and (iii) that the association arises from uncontrolled residual confounding by variables that predict an increased risk of cannabis use and of schizophrenia (Macleod et al., 2004).
That leaves those touting CBD’s effectiveness pointing primarily to research in mice and petri dishes. There, CBD (sometimes combined with small amounts of THC) has shown promise for helping pain, neurological conditions like anxiety and PTSD, and the immune system—and therefore potentially arthritis, diabetes, multiple sclerosis, cancer, and more.
Anecdotal evidence from patients is becoming increasingly widespread as well. Morgan Freeman suffers from pain and he was quoted saying, “I have fibromyalgia pain in my arm and the only thing that offers any relief is marijuana.” Whoopi Goldberg also uses cannabis to treat her daily pain from glaucoma and has even launched a line of medical cannabis products geared towards women suffering from menstrual pain.
Hemp has very low levels of another cannabis compound, tetrahydrocannabinol (THC) — the main psychoactive compound in marijuana. Evidence suggests that THC — not CBD — causes the symptoms people associate with getting high on marijuana, Blessing says. Unlike marijuana, which the CDC argues is addictive, CBD also doesn’t seem to be, according to the World Health Organization.

Because hemp-derived CBD currently lacks labeling and purity standards that are required of cannabis products sold at legal dispensaries, it exists in a regulatory limbo that laws don’t yet address. In the meantime, the Los Angeles County Department of Public Health has announced that starting in July, putting CBD in food products will cost businesses points on their health inspections.

The endocannabinoid system is tonically active in control of pain, as demonstrated by the ability of SR141716A (rimonabant), a CB1 antagonist, to produce hyperalgesia upon administration to mice (Richardson et al 1997). As mentioned above, the ECS is active throughout the neuraxis, including integrative functions in the periacqueductal gray (Walker et al 1999a; Walker et al 1999b), and in the ventroposterolateral nucleus of the thalamus, in which cannabinoids proved to be 10-fold more potent than morphine in wide dynamic range neurons mediating pain (Martin et al 1996). The ECS also mediates central stress-induced analgesia (Hohmann et al 2005), and is active in nociceptive spinal areas (Hohmann et al 1995; Richardson et al 1998a) including mechanisms of wind-up (Strangman and Walker 1999) and N-methyl-D-aspartate (NMDA) receptors (Richardson et al 1998b). It was recently demonstrated that cannabinoid agonists suppress the maintenance of vincristine-induced allodynia through activation of CB1 and CB2 receptors in the spinal cord (Rahn et al 2007). The ECS is also active peripherally (Richardson et al 1998c) where CB1 stimulation reduces pain, inflammation and hyperalgesia. These mechanisms were also proven to include mediation of contact dermatitis via CB1 and CB2 with benefits of THC noted systemically and locally on inflammation and itch (Karsak et al 2007). Recent experiments in mice have even suggested the paramount importance of peripheral over central CB1 receptors in nociception of pain (Agarwal et al 2007)

Sativex® (GW Pharmaceuticals) is an oromucosal whole cannabis-based spray combining a CB1 partial agonist (THC) with a cannabinoid system modulator (CBD), minor cannabinoids and terpenoids plus ethanol and propylene glycol excipients and peppermint flavoring (McPartland and Russo 2001; Russo and Guy 2006). It was approved by Health Canada in June 2005 for prescription for central neuropathic pain in multiple sclerosis, and in August 2007, it was additionally approved for treatment of cancer pain unresponsive to optimized opioid therapy. Sativex is a highly standardized pharmaceutical product derived from two Cannabis sativa chemovars following Good Agricultural Practice (GAP) (de Meijer 2004), yielding Tetranabinex® (predominantly-THC extract) and Nabidiolex® (predominantly-CBD extract) in a 1:1 ratio. Each 100 μL pump-action oromucosal Sativex spray actuation provides 2.7 mg of THC and 2.5 mg of CBD. Pharmacokinetic data are available, and indicate plasma half lives of 85 minutes for THC, 130 minutes for 11-hydroxy-THC and 100 minutes for CBD (Guy and Robson 2003). Sativex effects commence in 15–40 minutes, an interval that permits symptomatic dose titration. A very favorable adverse event profile has been observed in over 2500 patient years of exposure in over 2000 experimental subjects. Patients most often ascertain an individual stable dosage within 7–10 days that provides therapeutic relief without unwanted psychotropic effects (often in the range of 8–10 sprays per day). In all RCTs, Sativex was adjunctively added to optimal drug regimens in subjects with intractable symptoms, those often termed “untreatable.” Sativex is also available by named patient prescription in the UK and the Catalonia region of Spain. An Investigational New Drug (IND) application to study Sativex in advanced clinical trials in the USA was approved by the FDA in January 2006 in patients with intractable cancer pain.


Both in Canada and the US, the most critical problem to be addressed for commercial exploitation of C. sativa is the possible unauthorized drug use of the plant. Indeed, the reason hemp cultivation was made illegal in North America was concern that the hemp crop was a drug menace. The drug potential is, for practical purposes, measured by the presence of THC. THC is the world’s most popular illicit chemical, and indeed the fourth most popular recreational drug, after caffeine, alcohol, and nicotine. “Industrial hemp” is a phrase that has become common to designate hemp used for commercial non-intoxicant purposes. Small and Cronquist (1976) split C. sativa into two subspecies: C. sativa subsp. sativa, with less than 0.3% (dry weight) of THC in the upper (reproductive) part of the plant, and C. sativa subsp. indica (Lam.) E. Small & Cronq. with more than 0.3% THC. This classification has since been adopted in the European Community, Canada, and parts of Australia as a dividing line between cultivars that can be legally cultivated under license and forms that are considered to have too high a drug potential. For a period, 0.3% was also the allowable THC content limit for cultivation of hemp in the Soviet Union. In the US, Drug Enforcement Agency guidelines issued Dec. 7, 1999 expressly allowed products with a THC content of less than 0.3% to enter the US without a license; but subsequently permissible levels have been a source of continuing contention. Marijuana in the illicit market typically has a THC content of 5% to 10% (levels as high as 25% have been reported), and as a point of interest, a current Canadian government experimental medicinal marijuana production contract calls for the production of 6% marijuana. As noted above, a level of about 1% THC is considered the threshold for marijuana to have intoxicating potential, so the 0.3% level is conservative, and some countries (e.g. parts of Australia, Switzerland) have permitted the cultivation of cultivars with higher levels. It should be appreciated that there is considerable variation in THC content in different parts of the plant. THC content increases in the following order: achenes (excluding bracts), roots, large stems, smaller stems, older and larger leaves, younger and smaller leaves, flowers, perigonal bracts covering both the female flowers and fruits. It is well known in the illicit trade how to screen off the more potent fractions of the plant in order to increase THC levels in resultant drug products. Nevertheless, a level of 0.3% THC in the flowering parts of the plant is reflective of material that is too low in intoxicant potential to actually be used practically for illicit production of marijuana or other types of cannabis drugs. Below, the problem of permissible levels of THC in food products made from hempseed is discussed.
In September 2005, New Scientist reported that researchers at the Canberra Institute of Technology had identified a new type of Cannabis based on analysis of mitochondrial and chloroplast DNA.[81] The New Scientist story, which was picked up by many news agencies and web sites, indicated that the research was to be published in the journal Forensic Science International.[82]
Cost is another consideration. Most CBD oils are sold in concentrations of 300 to 750 mg, although this may range from less than 100 mg to more than 2,000. A good indicator of price-point is the cost per milligram. Low-cost CBD oils usually fall between five and 10 cents per mg; mid-range prices are 11 to 15 cents per mg; and higher-end oils cost 16 cents per mg or higher. Given these varying per-milligram costs, a bottle of CBD oil may be priced anywhere from $10 or less to $150 or more.

D9-THC (delta-9 tetrahydrocannabinol) is the chief intoxicant chemical and predominates in intoxicant strains, while the isomer D8-THC is usually present in no more than trace amounts. CBD (cannabidiol) is the chief non-intoxicant chemical, and predominates in non-intoxicant strains; it has sedative effects. The non-intoxicant CBN (cannabinol) is a frequent degradation or oxidation product. The non-intoxicant cannabichromene (CBC) is typically found in trace amounts in intoxicant strains. The non-intoxicant cannabigerol (CBG) is considered to be a precursor of the other cannbinoids (see Fig. 10).
Now 13, Jackson — whose diagnosis is undetermined — continues to use marijuana every day. (Like many patients, he ingests it in droplet form, which allows for more precise dosing and avoids lung problems.) He still has seizures, but they are less severe and they occur once every week or two, down from around 200 a month before he started using cannabis. He is back in school full time and is well enough to go on hikes and bike rides with his family.
One of the reasons hemp fiber has been valued is because of its length. The primary bast fibers in the bark are 5–40 mm long, and are amalgamated in fiber bundles which can be 1–5 m long (secondary bast fibers are about 2 mm long). The woody core fibers are short—about 0.55 mm—and like hardwood fibers are cemented together with considerable lignin. The core fibers are generally considered too short for high grade paper applications (a length of 3 mm is considered ideal), and too much lignin is present. While the long bast fibers have been used to make paper almost for 2 millennia, the woody core fibers have rarely been so used. Nevertheless it has been suggested that the core fibers could be used for paper making, providing appropriate technology was developed (de Groot et al. 1998). In any event, the core fibers, have found a variety of uses, as detailed below. The long, lignin-poor bast fibers also have considerable potential to be used in many non-paper, non-textile applications, as noted below.
CBD has proven neuroprotective effects and its anti-cancer properties are being investigated at several academic research centers in the United States and elsewhere. A 2010 brain cancer study by California scientists found that CBD “enhances the inhibitory effects of THC on human glioblastoma cell proliferation and survival.” This means that CBD makes THC even more potent as an anticancer substance. Also in 2010, German researchers reported that CBD stimulates neurogenesis, the growth of new brain cells, in adult mammals.

A CNN program that featured Charlotte's Web cannabis in 2013 brought increased attention to the use of CBD in the treatment of seizure disorders.[67][68] Since then, 16 states have passed laws to allow the use of CBD products with a doctor's recommendation (instead of a prescription) for treatment of certain medical conditions.[69] This is in addition to the 30 states that have passed comprehensive medical cannabis laws, which allow for the use of cannabis products with no restrictions on THC content.[69] Of these 30 states, eight have legalized the use and sale of cannabis products without requirement for a doctor's recommendation.[69]

The dosages mentioned do not take into account the strength of the tincture. I have Elixinol 300, I took 1/2 dropper (0.5ml, which offers 5mg of CBD) as indicated on the bottle and felt severely nauseous for 3 hours thereafter. There is no way I cold take this dose twice per day, as recommended on the bottle. The high dosages on this site must surely be for much weaker concentrations?
CBD does not appear to have any psychotropic ("high") effects such as those caused by ∆9-THC in marijuana, but may have anti-anxiety and anti-psychotic effects.[10] As the legal landscape and understanding about the differences in medical cannabinoids unfolds, experts are working to distinguish "medical marijuana" (with varying degrees of psychotropic effects and deficits in executive function) – from "medical CBD therapies” which would commonly present as having a reduced or non-psychoactive side-effect profile.[10][59]
