"In the past there has been ongoing tension between federal and state authorities over state hemp policies. After North Dakota passed its own state law authorizing industrial hemp production in 1999,62 researchers repeatedly applied for, but did not receive, a DEA permit to cultivate hemp for research purposes in the state.63 Also in 2007, two North Dakota farmers were granted state hemp farming licenses and, in June 2007, filed a lawsuit in U.S. District Court (North Dakota) seeking 'a declaratory judgment' that the CSA 'does not prohibit their cultivation of industrial hemp pursuant to their state licenses.'64 The case was dismissed in November 2007.65 The case was appealed to the U.S. Court of Appeals (Eighth Circuit) but was again dismissed in December 2009.66 The farmers filed an appeal in May 2010.67
Since the late 1970s, the federal Healthy People Initiative has been a visible component of the United States’ approach to improving population health. In each decade, a new version of Healthy People is issued, featuring updated goals and identifying topic areas and quantifiable objectives for health improvement during the succeeding ten years, with assessment at that point of progress or lack thereof. Progress has been limited to many objectives, leading to concerns about the effectiveness of Healthy People in shaping outcomes in the context of a decentralized and uncoordinated US health system. Healthy People 2020 gives more prominence to health promotion and preventive approaches and adds a substantive focus on the importance of addressing social determinants of health. A new expanded digital interface facilitates use and dissemination rather than bulky printed books as produced in the past. The impact of these changes to Healthy People will be determined in the coming years.
“THC can be present in products advertised as CBD products, which are not regulated by the FDA. The presence of THC in urine would trigger a positive result on a drug test. Testing will not determine if THC is from CBD or marijuana use," March wrote to WECT about the NHRMC note. “We have advised employees that using CBD products could put them at risk for a positive drug test result.”
But even though it's infiltrating pretty much every corner of the wellness world (hi, vegan CBD brownies!) many people still find CBD a little confusing—especially when it comes to figuring out the right way to use it and how to make sure the stuff you're buying is, you know, actually legit. Below, we asked experts to answer the most pressing questions about CBD.
Public health has been described as "the science and art of preventing disease, prolonging life and promoting health through the organized efforts and informed choices of society, organizations, public and private, communities and individuals." It is concerned with threats to the overall health of a community based on population health analysis. The population in question can be as small as a handful of people or as large as all the inhabitants of several continents (for instance, in the case of a pandemic). Public health has many sub-fields, but typically includes the interdisciplinary categories of epidemiology, biostatistics and health services. Environmental health, community health, behavioral health, and occupational health are also important areas of public health.
The earliest recorded uses date from the 3rd millennium BC. Since the early 20th century, cannabis has been subject to legal restrictions. The possession, use, and sale of cannabis is illegal in most countries of the world. Medical cannabis refers to the physician-recommended use of cannabis, which takes place in Canada, Belgium, Australia, the Netherlands, Germany, Spain, and 33 U.S. states. In September 2018, cannabis was legalized in South Africa while Canada legalized recreational use of cannabis in October 2018.
In the UK, the Department for Environment, Food and Rural Affairs treats hemp as a purely non-food crop, but with proper licensing and proof of less than 0.2% THC concentration, hemp seeds can be imported for sowing or for sale as a food or food ingredient. In the U.S., imported hemp can be used legally in food products and, as of 2000, was typically sold in health food stores or through mail order.
About 9% of those who experiment with marijuana eventually become dependent according to DSM-IV (1994) criteria. A 2013 review estimates daily use is associated with a 10-20% rate of dependence. The highest risk of cannabis dependence is found in those with a history of poor academic achievement, deviant behavior in childhood and adolescence, rebelliousness, poor parental relationships, or a parental history of drug and alcohol problems. Of daily users, about 50% experience withdrawal upon cessation of use (i.e. are dependent), characterized by sleep problems, irritability, dysphoria, and craving. Cannabis withdrawal is less severe than withdrawal from alcohol.
The Hemp Farming Act of 2018, part of the 2018 Farm Bill signed by President Donald Trump December 20, 2018, changed hemp from a controlled substance to an agricultural commodity, legalizing hemp federally, which made it easier for farmers to get production licenses, get loans to grow hemp, and allowed them to get federal crop insurance.
Hemp seeds contain virtually no THC, but THC contamination results from contact of the seeds with the resin secreted by the epidermal glands on the leaves and floral parts, and also by the failure to sift away all of the bracts (which have the highest concentration of THC of any parts of the plant) that cover the seeds. This results in small levels of THC appearing in hempseed oil and foods made with the seeds. Although most of the western hemp-growing world uses 0.3% THC as a maximum concentration for authorized cultivation of hemp plants, regulations in various countries allow only a much lower level of THC in human food products manufactured from the seeds. Currently, up to 10 ppm THC is permitted in seeds and oil products used for food purposes in Canada. In Germany, more stringent limits were set for food in 2000: 5 ppm in food oil, 0.005 ppm in beverages, and 0.15 ppm in all other foods. The US Drug Enforcement Administration published new regulations on hemp in the Federal Register on October 9th 2001 that in effect 4 months later would ban the food use of hemp in the US because any amount of THC would be unacceptable in foods (follow links at www.hempreport.com/). These proposals are currently being challenged by the hemp industry. Limits have been set because of concerns about possible toxicity and interference with drug tests (Grotenhermen et al. 1998). An extensive analysis of literature dealing with the toxicity of hemp is in Orr and Starodub (1999; see Geiwitz 2001 for an analysis). Because hemp food products are considered to have great economic potential, there is considerable pressure on the hemp industry in North America to reduce THC levels.
Unlike THC, which primarily binds to CB-1 receptors located in the brain, CBD works in the body by manipulating receptors throughout organ tissues, the immune system, the pain response system, the hormonal system, and other whole-body regulatory systems. Basically, since its receptors have been found to exist in virtually every cell and tissue type in the body, CBD is believed to work on every aspect of human health and behavior – from the subcellular level to the whole-body leve and beyond.

A chief argument that has been advanced in favor of developing hemp as a paper and pulp source has been that as a non-wood or tree-free fiber source, it can reduce harvesting of primary forests and the threat to associated biodiversity. It has been claimed that hemp produces three to four times as much useable fiber per hectare per annum as forests. However, Wong (1998) notes evidence that in the southern US hemp would produce only twice as much pulp as does a pine plantation (but see discussion below on suitability of hemp as a potential lumber substitute in areas lacking trees).

Selective breeding of cannabis plants has expanded and diversified as commercial and therapeutic markets develop. Some growers in the U.S. succeeded in lowering the proportion of CBD-to-THC to accommodate customers who preferred varietals that were more mind-altering due to the higher THC and lower CBD content. Hemp is classified as any part of the cannabis plant containing (depending on the jurisdiction) no more than 0.2% to 1.0% THC in dry weight form (not liquid or extracted form).[unreliable source?]
While research into the effects of CBD on specific conditions is important, a broader perspective on the relationship between CBD and the human body is necessary to understand how this unique compound works. Interestingly, many of the conditions that are supposedly helped by CBD have no well-understood cause, from acne to Alzheimer’s disease. However, one of the few common denominators between these conditions is the involvement of the endocannabinoid system (ECS) in their causes.
Without arguing the merits of the above contentions, we point out that the legitimate use of hemp for non-intoxicant purposes has been inhibited by the continuing ferocious war against drug abuse. In this atmosphere, objective analysis has often been lacking. Unfortunately both proponents and opponents have tended to engage in exaggeration. Increasingly, however, the world is testing the potential of hemp in the field and marketplace, which surely must be the ultimate arbiters. De Guzman (2001), noting the pessimistic USDA report, observed that “Nevertheless, others point to the potential of [the] market. Hemp products have a growing niche market of their own, and the market will remain healthy and be well supported with many competing brands.”
Finally, the entire marijuana flower structure is coated with resinous crystals called trichomes. Trichomes are translucent, mushroom-like glands that form on the entire flowering structure and even the stems of the marijuana plant. These bulb-shaped glands secrete the rich, aromatic essential oils that give cannabis its smells and flavors. Trichomes also contain cannabinoids.
The vegetable oils have been classified by “iodine value” as drying (120–200), semi-drying (100–120), and non-drying (80–100), which is determined by the degree of saturation of the fatty acids present (Raie et al. 1995). Good coating materials prepared from vegetable oil depend on the nature and number of double bonds present in the fatty acids. Linseed oil, a drying oil, has a very high percentage of linolenic acid. Hempseed oil has been classified as a semi-drying oil, like soybean oil, and is therefore more suited to edible than industrial oil purposes. Nevertheless hemp oil has found applications in the past in paints, varnishes, sealants, lubricants for machinery, and printing inks. However, such industrial end uses are not presently feasible as the oil is considered too expensive (de Guzman 2001). Larger production volumes and lower prices may be possible, in which case hemp oil may find industrial uses similar to those of linseed (flax), soybean, and sunflower oils, which are presently used in paints, inks, solvents, binders, and in polymer plastics. Hemp shows a remarkable range of variation in oil constituents, and selection for oilseed cultivars with high content of valued industrial constituents is in progress.
Even though most manufacturers claim that CBD does not have any side effects, research says otherwise. Sure, most people can tolerate the impact of CBD just fine, but a small portion of the population have been noted to experience not-so-adverse side effects. According to Cannabis and Cannabinoid Research, the most common results are tiredness, change in weight, diarrhea, fatigue.
In fact, CBD is therapeutic in nature, and will work to manipulate bodily systems at the cellular level to return afflicted organ systems, tissue systems, and even chemical systems in the central nervous system back to a state of health and homeostasis. This is precisely why it has been capable of treating conditions such as depression and anxiety, to chronic physical ailments such as pain, inflammation, arthritis, and more.

Hemp is considered by a 1998 study in Environmental Economics to be environmentally friendly due to a decrease of land use and other environmental impacts, indicating a possible decrease of ecological footprint in a US context compared to typical benchmarks. A 2010 study, however, that compared the production of paper specifically from hemp and eucalyptus concluded that "industrial hemp presents higher environmental impacts than eucalyptus paper"; however, the article also highlights that "there is scope for improving industrial hemp paper production". Hemp is also claimed to require few pesticides and no herbicides, and it has been called a carbon negative raw material. Results indicate that high yield of hemp may require high total nutrient levels (field plus fertilizer nutrients) similar to a high yielding wheat crop.
Cannabis is predominantly dioecious, having imperfect flowers, with staminate "male" and pistillate "female" flowers occurring on separate plants. "At a very early period the Chinese recognized the Cannabis plant as dioecious", and the (c. 3rd century BCE) Erya dictionary defined xi 枲 "male Cannabis" and fu 莩 (or ju 苴) "female Cannabis". Male flowers are normally borne on loose panicles, and female flowers are borne on racemes.
In order to manage pain, we recommend ingesting full spectrum CBD oil daily in the form of Tinctures or Gel Capsules. The ingredients in the two products are the same; the only difference between the two is the form factor and dosage – pills vs. sublingual tinctures. We suggest those suffering from any kind of pain start with 5-10mg per day of CBD. If relief is not felt at this dosage, we suggest increasing by 5-10mg until the desired effects are achieved. You’ll notice that the Gel Capsules are pre-filled and contain 25mg of CBD per pill – there is no harm in starting at 25mg CBD daily as you cannot overdose on CBD nor are there any serious side effects. A panellized system of hemp-lime panels for use in building construction is currently under test in a European Union-funded research collaboration led by the University of Bath. The panels are being designed to assure high-quality construction, rapid on-site erection, optimal hygrothermal performance from day one, and energy- and resource-efficient buildings. The 36-month-long work programme aims to refine product and manufacturing protocols, produce data for certification and marketing, warranty, insurance cover, and availability of finance. It also includes the development of markets in Britain, France, and Spain.
"From the colonial period through the middle of the nineteenth century, hemp was widely grown in the United States for use in fabric, twine, and paper.19 Production dropped by the 1890’s as technological advances made cotton a more competitive textile crop, and coarse fiber crops were increasingly imported.20 Nonetheless, American farmers continued to grow hemp into the middle of the twentieth century, finding it a useful rotation crop because it acted as a natural herbicide21—a dense, rapidly growing crop, it choked out weeds prior to the next planting of corn and other crops.22 At the urging of the government, production to supply fiber for military purposes was expanded enormously during World War I and again during World War II, particularly after the Japanese cut off exports from the Philippines."
Probably indigenous to temperate Asia, C. sativa is the most widely cited example of a “camp follower.” It was pre-adapted to thrive in the manured soils around man’s early settlements, which quickly led to its domestication (Schultes 1970). Hemp was harvested by the Chinese 8500 years ago (Schultes and Hofmann 1980). For most of its history, C. sativa was most valued as a fiber source, considerably less so as an intoxicant, and only to a limited extent as an oilseed crop. Hemp is one of the oldest sources of textile fiber, with extant remains of hempen cloth trailing back 6 millennia. Hemp grown for fiber was introduced to western Asia and Egypt, and subsequently to Europe somewhere between 1000 and 2000 BCE. Cultivation in Europe became widespread after 500 ce. The crop was first brought to South America in 1545, in Chile, and to North America in Port Royal, Acadia in 1606. The hemp industry flourished in Kentucky, Missouri, and Illinois between 1840 and 1860 because of the strong demand for sailcloth and cordage (Ehrensing 1998). From the end of the Civil War until 1912, virtually all hemp in the US was produced in Kentucky. During World War I, some hemp cultivation occurred in several states, including Kentucky, Wisconsin, California, North Dakota, South Dakota, Minnesota, Indiana, Illinois, Ohio, Michigan, Kansas, and Iowa (Ehrensing 1998). The second world war led to a brief revival of hemp cultivation in the Midwest, as well as in Canada, because the war cut off supplies of fiber (substantial renewed cultivation also occurred in Germany for the same reason). Until the beginning of the 19th century, hemp was the leading cordage fiber. Until the middle of the 19th century, hemp rivaled flax as the chief textile fiber of vegetable origin, and indeed was described as “the king of fiber-bearing plants,—the standard by which all other fibers are measured” (Boyce 1900). Nevertheless, the Marihuana Tax Act applied in 1938 essentially ended hemp production in the United States, although a small hemp fiber industry continued in Wisconsin until 1958. Similarly in 1938 the cultivation of Cannabis became illegal in Canada under the Opium and Narcotics Act.

First, a little background. Industrial hemp was legal in the United States until Congress passed the Marihuana Tax Act in 1937. ("Some of our early presidents grew hemp," notes Sarah Lee Gossett Parrish, a cannabis industry attorney based in Oklahoma.) Nearly 80 years later, the 2014 Farm Bill took the position that states can regulate the production of hemp and, as a result, CBD. Then last year, President Trump signed a new Farm Bill that made it federally legal to grow hemp.
“Promoters often claim that the product is THC-free and its use will not show up on a drug test,” the NHRMC message reads. “Because CBD products are not FDA regulated, there is no guarantee what you are buying is THC-free. It may have various levels of THC depending on how it is produced, where it is manufactured and the potency/formulation of the product.”
Even as the research proceeds, thousands of people are using CBD as medicine. A British pharmaceutical company, GW Pharma, has developed two CBD drugs: Sativex, which contains a 1-to-1 ratio of CBD and THC, and Epidiolex, which is pure CBD. The former is prescribed for the painful muscle spasms that occur in multiple sclerosis, while the latter is aimed at childhood seizures. Sativex is not available in the United States, but it is approved in 29 other countries, including Canada, England and Israel.
Recent controversies have arisen in relation to non-steroidal anti-inflammatory drugs (NSAID), with concerns that COX-1 agents may provoke gastrointestinal ulceration and bleeding, and COX-2 drugs may increase incidents of myocardial infarction and cerebrovascular accidents (Fitzgerald 2004; Topol 2004). In contrast, neither THC nor CBD produce significant COX inhibition at normal dosage levels (Stott et al 2005a).
Although I’m no physician, and am not qualified to recommend any drugs for any specific medical purposes, and you should consult your doctor when considering the consumption of anything that may be medicinal: If you’re looking to experiment with CBD products, you might consider looking for CBD products that are “whole plant” extract based from very high CBD cultivars. If you’re in a State that has a legal Cannabis system, you may also find more therapeutic benefits from non-hemp derived CBD products.
According to the U.S. Department of Health and Human Services, 116 people died every-day from opioid-related drug overdoses in 2016. Forty percent of these deaths involved a prescription opioid and in 2017, the government declared the opioid crisis a public health emergency. Opioids are typically prescribed by health care providers as a way to manage and treat pain. But what if there was a better solution?
"Hemp industry trade groups, retailers, and a major Canadian exporter filed suit against the DEA, arguing that congressional intent was to exempt plant parts containing naturally occurring THC at non-psychoactive levels, the same way it exempts poppy seeds containing trace amounts of naturally occurring opiates.64 Industry groups maintain that (1) naturally occurring THC in the leaves and flowers of cannabis varieties grown for fiber and food is already at below-psychoactive levels (compared with drug varieties); (2) the parts used for food purposes (seeds and oil) contain even less; and (3) after processing, the THC content is at or close to zero. U.S. and Canadian hemp seed and food manufacturers have in place a voluntary program for certifying low, industry-determined standards in hemp-containing foods. The intent of the program is to assure that consumption of hemp foods will not interfere with workplace drug testing programs or produce undesirable mental or physical health effects.
Right now, there’s a good chance that you don’t really know what you’re getting from any source. Testing and labeling rules vary by state, but many states that allow legal cannabis also require some kind of testing to verify that the THC and CBD levels listed on the label are accurate. However, this testing is controversial, and results can vary widely between labs, Jikomes said. A study published in March found measurable variations in test results, with some labs consistently reporting higher or lower levels of cannabinoids than others. There are no guarantees that the label accurately reflects what’s in the product. For a 2015 study published in JAMA, researchers tested 75 products purchased in San Francisco, Los Angeles and Seattle and found that only 17 percent were accurately labeled. More than half of the products contained significantly lower levels of cannabinoids than the label promised, and some of them contained only negligible amounts of the compounds. “We need to come up with ways to confidently verify the composition of cannabis products and make this information available to consumers,” Jikomes said.
When privacy isn’t a requirement, outdoor cannabis grows can provide many advantages over indoor operations. Sunlight is the single most important factor for successful outdoor marijuana growing. It’s important to choose a plot with total sunshine throughout the day. Therefore, cannabis growers in the northern hemisphere will want plots with southern exposure, exposing marijuana plants to the sun’s arc across the sky.
Sativex® (GW Pharmaceuticals) is an oromucosal whole cannabis-based spray combining a CB1 partial agonist (THC) with a cannabinoid system modulator (CBD), minor cannabinoids and terpenoids plus ethanol and propylene glycol excipients and peppermint flavoring (McPartland and Russo 2001; Russo and Guy 2006). It was approved by Health Canada in June 2005 for prescription for central neuropathic pain in multiple sclerosis, and in August 2007, it was additionally approved for treatment of cancer pain unresponsive to optimized opioid therapy. Sativex is a highly standardized pharmaceutical product derived from two Cannabis sativa chemovars following Good Agricultural Practice (GAP) (de Meijer 2004), yielding Tetranabinex® (predominantly-THC extract) and Nabidiolex® (predominantly-CBD extract) in a 1:1 ratio. Each 100 μL pump-action oromucosal Sativex spray actuation provides 2.7 mg of THC and 2.5 mg of CBD. Pharmacokinetic data are available, and indicate plasma half lives of 85 minutes for THC, 130 minutes for 11-hydroxy-THC and 100 minutes for CBD (Guy and Robson 2003). Sativex effects commence in 15–40 minutes, an interval that permits symptomatic dose titration. A very favorable adverse event profile has been observed in over 2500 patient years of exposure in over 2000 experimental subjects. Patients most often ascertain an individual stable dosage within 7–10 days that provides therapeutic relief without unwanted psychotropic effects (often in the range of 8–10 sprays per day). In all RCTs, Sativex was adjunctively added to optimal drug regimens in subjects with intractable symptoms, those often termed “untreatable.” Sativex is also available by named patient prescription in the UK and the Catalonia region of Spain. An Investigational New Drug (IND) application to study Sativex in advanced clinical trials in the USA was approved by the FDA in January 2006 in patients with intractable cancer pain.
